Open Memorandum to Mr President — From Dr Charles Omole
A NATIONAL SECURITY TACTICAL STRATEGY FOR IMMEDIATE IMPLEMENTATION
OPEN MEMORANDUM TO MR PRESIDENT
To: His Excellency, Bola Ahmed Tinubu GCFR; The President and Commander-in-Chief of the Armed Forces, Federal Republic of Nigeria
From: DR CHARLES OMOLE
Subject: A NATIONAL SECURITY TACTICAL STRATEGY FOR IMMEDIATE IMPLEMENTATION – Peace Through Strength
Date: 22nd June 2025
Your Excellency,
Today, Nigeria stands at a critical juncture. The persistent onslaught of terrorism, banditry, kidnapping, and communal violence throughout the country has frayed the fabric of national unity, endangered innocent lives, and shaken public confidence in the State’s ability to protect its people. It is time to turn the page.
I respectfully urge Your Excellency to instruct the immediate commencement of a bold and transformative doctrine: Peace Through Strength. This policy must send a clear message that Nigeria will no longer tolerate the brazen impunity of those who shed innocent blood, kidnap our citizens, or sow fear in our communities.
KEY PILLARS OF THE STRATEGY
1. FORMATION OF A MULTIAGENCY JOINT STRIKE UNIT (MJSU) 2,000 STRONG
This elite unit, drawing its personnel from across all security and intelligence agencies the Armed Forces, Police, DSS, NSCDC, and others will be split into two equal arms:
a) STRIKE AND KINETIC ARM (1,000 OPERATIVES): A rapid-deployment force that will move from state to state, flushing out terrorists, bandits, and criminal enclaves with precision, strength, and finality. This unit will instil fear into our enemies.
b) PEACE CONSOLIDATION ARM (1,000 OPERATIVES): Immediately following kinetic operations, this arm will stabilise liberated areas, restore civilian authority, and deploy social infrastructure to secure long-term peace.
2. COMPREHENSIVE NON-KINETIC ENGAGEMENT
Military strength alone cannot win this war. Therefore, in tandem with kinetic operations, we propose:
a) Expansion of Police Resources: Increased presence of well-trained police forces in cleared areas to maintain law and order, support intelligence gathering, and deter the return of criminal actors.
b) Social and Economic Programmes: Job creation initiatives, skills acquisition, micro-finance access, educational reintegration, and psychosocial support must be launched in conflict-affected areas.
c) Community Dialogue and Reconciliation: Engage local leaders, religious heads, traditional rulers, and youth leaders in peacebuilding efforts to prevent relapses into violence.
A TIMELINE FOR MEASURABLE RESULTS
If this strategy is decisively and faithfully executed, we will achieve a significant reduction in insecurity nationwide by December 2025. The days of half-measures and compromised approaches must be behind us. This is not the time to manage chaos obliterate it.
it is time to YOUR EXCELLENCY, LEAD WITH RESOLVE
Nigeria’s enemies are few, but they thrive because they have met too little resistance, too much tolerance, and too many excuses. Your legacy as Commander-in-Chief will not only be measured by economic charts or diplomatic outings – it will be sealed by how firmly and justly you defended the Nigerian people in their hour of greatest vulnerability.
If we want to get something we’ve never got, (Defeat of Terrorism and Mass killings); we have to do something we’ve never done. We cannot keep doing the same things and expect a different outcome. It is time to implement a renewed strategy to deliver on renewed hope. It’s time to take the fight to the enemy and liberate our people and nation from these criminals with friends in high places. As part of this approach, we also need to initiate a programme of Integrity Testing across our military to end the reign of agents of the enemies and moles that remain within our armed services.
If your administration embraces this two-pronged strategy of force and fairness, justice and compassion, you will not only defeat the enemies of Nigeria Republic. you will rekindle hope in the soul of our
I remain available to assist in further articulating and detailing this strategy should Your Excellency require. The time for decisive action is now. Our problems are not complex. There are tried and tested strategies that can be deployed. The complex posture depiction of our challenges is a deliberate strategy by the perpetrators of our insecurity to keep themselves relevant and sustain the insecurity for their own benefit. There are straightforward solutions. Yes, we can defeat this pandemic of insecurity in Nigeria.
Let us reclaim our land.Let us rebuild our peace.
Let us make Nigeria Great Again.
Yours faithfully,
